On October 27, the Shanghai Municipal Commission of Economy and Informatization issued the “Action Plan for Accelerating New-Generation Intelligent Manufacturing in Shanghai”. The plan proposes achieving full coverage of smart factories across the city’s key manufacturing enterprises by 2028, cultivating 500 advanced-level smart factories, and driving the full popularization of artificial intelligence in smart factories.
Under the plan, Shanghai will implement four major projects and carry out 19 key tasks: by 2028, AI application scenarios in manufacturing will exceed 2,000, 300 high-level AI agents will be launched, industrial robot density will reach 600 units per 10,000 workers, and 8,000 humanoid robots will be deployed into factories. The plan also specifies cultivating single-point service providers in corpus services, digital twins and AI Agents; supporting the deep integration of AI with equipment to upgrade intelligent manufacturing equipment into “equipment agents”; and supporting breakthroughs in humanoid robots, collaborative robots and high-precision heavy-load robots.
Viewed from the industry landscape, this is a landmark local implementation following the national deployment of new-generation intelligent manufacturing. Writing “AI agents entering factories” and “equipment agents” into an official document means industrial AI is evolving from single-point visual inspection to production-line-level agent orchestration, systematically amplifying demand for industrial compute, edge inference and industrial networking. For equipment and board vendors, full smart-factory coverage implies sustained volume growth of the industrial compute foundation over the coming years.
